Windows Explorer Restart Issue with COM Surrogate and Rundll

Problem Caused by Nero. After uninstallation, reinstall via custom installation to opt out any features pertaining to media/video/graphics/etc., and apply the Update to at least version 7.7.5.1 problem solved.
