Tailgating cars for free Tolls

One taxi driver did it since 2012 and "saved" $28k+.

How he got caught? A scammer's error: He kept his expired EZ-Pass and the system at the tollbooth alerted the authority to investigate. Perhaps there were good excuses why he kept it.
