Adobe Acrobat Reader DC: Hide Tools Pane by default

Solution:

Edit xml file:

C:\Program Files\Adobe\Acrobat Reader DC\Reader\AcroApp\ENU\Viewer.aapp

to contain only the first line. I had the rest commented out with:

...

-->
